Overview
This report provides an overview of humane handling (HH) and slaughter procedures (04C02) performed by FSIS inspection program personnel (IPP) in Federally Inspected livestock slaughter facilities. Also included is information on noncompliance records (NR) issued for inhumane handling, HH verification time recorded in the FSIS Humane Handling Activity Tracking System (HATS), FSIS slaughter data, and inhumane handling suspensions for the 12-month period ending September 30, 2013 (October 1, 2012 to September 30, 2013.

The FSIS – Data Analysis and Integration Staff (DAIS) extracted data on inspection activities, slaughter totals, and HH time from the FSIS Data Warehouse.  This data was extracted December 18, 2013.  The suspension data was provided by FSIS’ Office of Investigation, Enforcement, and Audits (OIEA).

Humane Handling Procedures Performed
For the 12-month period ending September 30, 2013, there were 183,781 Humane Handling 04C02 procedures performed.  This is a 7% increase from the 171,953 procedures performed for the 12-month period ending September 30, 2012.  While the number of procedures increased by 7% the noncompliance rate decreased 20% from 0.40% to 0.32%.

Suspensions
There were 72 inhumane handling suspensions at 60 FSIS facilities with an overall NR rate of 0.81% for the 12-month period ending September 30, 2013, compared to 72 inhumane handling suspensions at 58 FSIS facilities with an overall NR rate of 0.97% for the 12-month period ending September 30, 2012. From the 60 suspended facilities, 2 establishments had 3 suspensions each and 6 establishments had 2 suspensions each (OIEA suspension data).  

Time Spent on HATS Activities
For the 12-month period ending September 30, 2013, the total HATS time was 369,041 hours in 798 FSIS livestock slaughter plants. This is a 12.5% increase from the 328,157 HATS hours in 806 FSIS livestock slaughter plants for the 12-month period ending September 30, 2012.  For the current year, the time spent by Public Health Veterinarians (PHV) was 237,017 hours compared to 132,024 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by plant size for the 12-month period ending September 30, 2013, the following was identified.  Livestock heads slaughtered ranged from 3,185,029 in 564 very small plants to 126,517,891 in 63 large plants. The percent noncompliance rate was 0.17% for large plants to 0.41% for very small plants. Finally, the HATS time per 04C02 procedure performed ranged from 2.47 hours per 04C02 procedure performed in small plants to 1.43 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending September 30, 2013, the noncompliance percent rate by district ranged from 0.15% in Denver, to 0.56% in Philadelphia.  For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.15 in Springdale to 3.28 in Philadelphia.

Overall, for the 12-month period ending September 30, 2013, livestock head slaughtered increased slightly when compared to the 12-month period ending September 30, 2012.  Also, the overall HATS time increased from 328,157 hours to 369,041 hours. The number of 04C02 procedures increased from 171,953 to 183,781 and the number of noncompliances decreased from 684 to 588.

Overview
This report provides an overview of humane handling (HH) and slaughter procedures (04C02) performed by FSIS inspection program personnel (IPP) in Federally Inspected livestock slaughter facilities. Also included is information on noncompliance records (NR) issued for inhumane handling, HH verification time recorded in the FSIS Humane Handling Activity Tracking System (HATS), FSIS slaughter data, and inhumane handling suspensions for the 12-month period ending June 30, 2013 (July 1, 2012 to June 30, 2013.

The FSIS – Data Analysis and Integration Staff (DAIS) extracted data on inspection activities, slaughter totals, and HH time from the FSIS Data Warehouse including data from establishments converted to PHIS.  This data was extracted November 18, 2013.  The suspension data was provided by FSIS’ Office of Investigation, Enforcement, and Audits (OIEA).

Humane Handling Procedures Performed
For the 12-month period ending June 30, 2013, there were 186,563 Humane Handling 04C02 procedures performed.  This is an 18% increase from the 157,477 procedures performed for the 12-month period ending June 30, 2012.   Even though the number of procedures increased by 18% the noncompliance rate decreased 18% from 0.40% to 0.33%.  Total procedures performed peaked in the fourth quarter of FY2012 (July 1, 2012 to September 30, 2012) at 48,111. 

Suspensions
There were 72 inhumane handling suspensions at 57 FSIS facilities with an overall NR rate of 0.82% for the 12-month period ending June 30, 2013, compared to 78 inhumane handling suspensions at 63 FSIS facilities with an overall NR rate of 0.99% for the 12-month period ending June 30, 2012.  From the 57 suspended facilities, 3 establishments had 3 suspensions each and 9 establishments had 2 suspensions each (OIEA suspension data).  

Time Spent on HATS Activities
For the 12-month period ending June 30, 2013, the total HATS time was 389,268 hours in 796 FSIS livestock slaughter plants. This is a 30.0% increase from the 300,371 HATS hours in 805 FSIS livestock slaughter plants for the 12-month period ending June 30, 2012. For the current year, the time spent by Public Health Veterinarians (PHV) was 249,606 hours compared to 139,662 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by plant size for the 12-month period ending June 30, 2013, the following was identified.  Livestock heads slaughtered ranged from 3,184,282 in 565 very small plants to 126,854,628 in 63 large plants. The percent noncompliance rate was 0.19% for large plants to 0.40% for very small plants. Finally, the HATS time per 04C02 procedure performed ranged from 2.54 hours per 04C02 procedure performed in small plants to 1.51 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending June 30, 2013, the noncompliance percent rate by district ranged from 0.14% in Springdale, to 0.65% in Philadelphia.  For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.14 in Springdale to 3.91 in Philadelphia.

Overall, for the 12-month period ending June 30, 2013, livestock head slaughtered increased when compared to the 12-month period ending June 30, 2012.  Also, the overall HATS time increased from 300,371 hours to 389,268 hours. The number of 04C02 procedures increased from 157,477 to 186,563 and the number of noncompliances decreased from 624 to 620.

For the 12-month period ending March 31, 2013, there were 183,901 Humane Handling 04C02 procedures performed. This is a 25% increase from the 146,952 procedures performed for the 12-month period ending March 31, 2012. Even though the number of procedures increased by 25% the noncompliance rate decreased 15% from 0.41% to 0.35%. Total procedures performed peaked in the fourth quarter of FY 2012 at 48,111.

Suspensions
There were 74 inhumane handling suspensions at 61 FSIS facilities with an overall NR rate of 0.76% for the 12-month period ending March 31, 2013, compared to 68 inhumane handling suspensions at 56 FSIS facilities with an overall NR rate of 1.08% for the 12-month period ending March 31, 2012. From the 61 suspended facilities, 2 establishments had 3 suspensions each and 9 establishments had 2 suspensions each (OIEA suspension data).

Time Spent on HATS Activities
For the 12-month period ending March 31, 2013, the total HATS time was 375,210 hours in 804 FSIS livestock slaughter plants. This is a 26.0% increase from the 298,109 HATS hours in 805 FSIS livestock slaughter plants for the 12-month period ending March 31, 2012. For the current year, the time spent by Public Health Veterinarians (PHV) was 243,190 hours compared to 132,020 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by plant size for the 12 month period ending March 31, 2013, the following was identified. Livestock heads slaughtered ranged from 3,324,210 in 570 very small plants to 126,321,582 in 62 large plants. The percent noncompliance rate was 0.22% for large plants to 0.44% for very small plants. Finally, the HATS time per 04C02 procedure performed ranged from 2.46 hours per 04C02 procedure performed in large plants to 1.45 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending March 31, 2013, the noncompliance percent rate by district ranged from 0.13% in Springdale, to 0.70% in Philadelphia. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.13 in Springdale to 4.02 in Philadelphia.

Overall, for the 12-month period ending March 31, 2013, livestock head slaughtered increased when compared to the 12-month period ending March 31, 2012. Also, the overall HATS time increased from 298,109 hours to 375,210 hours. The number of 04C02 procedures increased from 146,952 to 183,901 and the number of noncompliances increased from 605 to 649.

This data was extracted January 24, 2013. The suspension data was provided by FSIS' Office of Program Evaluation, Enforcement and Review (OPEER).

Humane Handling Procedures Performed
For the 12-month period ending December 31, 2012, there were 181,143 Humane Handling 04C02 procedures performed. This is a 34% increase from the 134,787 procedures performed for the 12-month period ending December 31, 2011. Also, procedures performed during FY 2012 increased steadily from one quarter to the next.

Suspensions
There were 70 inhumane handling suspensions at 58 FSIS facilities with an overall NR rate of 0.80% for the 12-month period ending December 31, 2012, compared to 68 inhumane handling suspensions at 54 FSIS facilities with an overall NR rate of 0.92% for the 12-month period ending December 31, 2011. From the 58 suspended facilities, 2 establishments had 3 suspensions each and 8 establishments had 2 suspensions each (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending December 31, 2012, the total HATS time was 354,916 hours in 800 FSIS livestock slaughter plants, compared to 307,205 hours for the 12-month period ending December 31, 2011 in 809 FSIS livestock slaughter plants. The time spent by Public Health Veterinarians (PHV) was 233,953 hours compared to 120,963 hours by non-PHV inspection personnel. PHVs did 65% of the total HATS hours performed for FY 2012 compared to 53% of the hours performed in FY 2011.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by plant size for the 12-month period ending December 31, 2012, the following was identified. Livestock heads slaughtered ranged from 3,219,211 in 566 very small plants to 126,714,764 in 62 large plants. The percent noncompliance rate was 0.24% for large plants to 0.46% for very small plants. Finally, the HATS time per 04C02 procedure performed ranged from 2.43 hours per 04C02 procedure performed in large plants to 1.37 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending December 31, 2012, the noncompliance percent rate by district ranged from 0.12% in Springdale, to 0.71% in Alameda. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.11 in Springdale to 3.91 in Philadelphia.

Overall, for the 12-month period ending December 31, 2012, livestock head slaughtered increased when compared to the 12-month period ending December 31, 2011. Also, the overall HATS time increased from 307,205 hours to 354,916 hours. The number of 04C02 procedures increased from 134,787 to 181,143 and the number of noncompliances increased from 542 to 684.

District Comparison of DVMS Humane Handling Visits in Establishments Using the Systematic Approach
There were a total of 305 District Veterinary Medical Specialist (DVMS) Humane Handling visits in establishments using the Systematic Approach from January 1, 2012 to December 31, 2012. Of those 305 visits, 2 visits resulted in suspension(s)/withdrawal(s), 26 visits resulted in NRs being written by the Inspector-In-Charge (IIC) and 40 visits resulted in another type of action. The number of visits in establishments using the Systematic Approach varied greatly from 3 visits in the Jackson District to 81 visits in the Philadelphia District.

Overview
This report provides an overview of humane handling (HH) and slaughter procedures (04C02) performed by FSIS inspection program personnel (IPP) in Federally Inspected livestock slaughter facilities. Also included is information on noncompliance records (NR) issued for inhumane handling, HH verification time recorded in the FSIS Humane Handling Activity Tracking System (HATS), FSIS slaughter data, and inhumane handling suspensions for the 12-month period ending September 30, 2012.

The FSIS Data Analysis and Integration Group (DAIG) extracted data on inspection activities, slaughter totals, and HH time from the FSIS Data Warehouse including data from establishments converted to PHIS. This data was extracted November 19, 2012. The suspension data was provided by FSIS' Office of Program Evaluation, Enforcement and Review (OPEER).

Humane Handling Procedures Performed
For the 12-month period ending September 30, 2012, there were 171,953 Humane Handling 04C02 procedures performed. This is a 34% increase from the 128,064 procedures performed for the 12-month period ending September 30, 2011.

Suspensions
There were 72 inhumane handling suspensions at 58 FSIS facilities with an overall NR rate of 0.97% for the 12-month period ending September 30, 2012, compared to 61 inhumane handling suspensions at 46 FSIS facilities with an overall NR rate of 0.66% for the 12 month period ending September 30, 2011. From the 58 suspended facilities, 3 establishments had 3 suspensions and 8 establishments had 2 suspensions (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending September 30, 2012, the total HATS time was 328,157 hours in 806 FSIS livestock slaughter plants, compared to 318,060 hours for the 12-month period ending September 30, 2011 in 807 FSIS livestock slaughter plants. The time spent by Public Health Veterinarians (PHV) was 212,996 hours compared to 115,162 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by plant size for the 12-month period ending September 30, 2012, the following was identified: : Livestock heads slaughtered ranged from 2,861,347 in 572 very small plants to 126,689,266 in 62 large plants; the percent noncompliance rate was 0.26% for large plants, 0.41% for small plants, and 0.48% for very small plants. The HATS time per 04C02 procedure performed ranged from 2.48 hours per 04C02 procedure performed in large plants to 1.29 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending September 30, 2012, the noncompliance percent rate by district ranged from 0.10% in Springfield, to 0.69% in Alameda. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.09 in Springdale to 3.55 in Philadelphia.

Overall, for the 12-month period ending September 30, 2012, livestock head slaughtered increased when compared to the 12-month period ending September 30, 2011. Also, the overall HATS time increased from 318,060 hours to 328,157 hours. The number of 04C02 procedures increased from 128,064 to 171,953 and the number of noncompliances increased from 503 to 684.

Humane Handling Procedures Performed
For the 12-month period ending June 30, 2012, there were 157,477 Humane Handling 04C02 procedures performed. During this time, the percent of noncompliance rate was 0.40%, identical to the 0.40% for the 12-month period ending June 30, 2011.

Suspensions
There were 78 inhumane handling suspensions at 63 FSIS facilities with an overall NR rate of 0.99% for the 12-month period ending June 30, 2012, compared to 63 inhumane handling suspensions at 50 FSIS facilities with an overall NR rate of 0.57% for the 12-month period ending June 30, 2011 (Table 2). From the 63 suspended facilities, 3 establishments had 3 suspensions and 9 establishments had 2 suspensions (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending June 30, 2012, the total HATS time was 300,371 hours in 805 FSIS livestock slaughter plants, compared to 320,108 hours for the 12-month period ending June 30, 2011 in 791 FSIS livestock slaughter plants. The time spent by Public Health Veterinarians (PHV) was 190,401 hours compared to 109,971 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by plant size for the 12-month period ending June 30, 2012, the following was identified: Livestock heads slaughtered ranged from 2,494,969 in 566 very small plants to 126,462,155 in 62 large plants; the percent noncompliance rate was 0.28% for large plants, .37% for small plants, and 0.49% for very small plants. The HATS time per 04C02 procedure performed ranged from 2.68 hours per 04C02 procedure performed in large plants to 1.19 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending June 30, 2012, the noncompliance percent rate by district ranged from 0.12% in Lawrence, to 0.90% in Albany. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.10 in both Des Moines and Lawrence to 23.32 in Albany.

Overall, for the 12-month period ending June 30, 2012, livestock head slaughtered increased when compared to the 12-month period ending June 30, 2011. Also, the overall HATS time decreased from 320,108 hours to 300,371 hours. However, the number of 04C02 procedures increased from 126,522 to 157,477. While the number of noncompliances increased from 512 to 624, the overall noncompliance rate remained unchanged at .40%.

Humane Handling Procedures Performed
For the 12-month period ending March 31, 2012, there were 146,952 Humane Handling 04C02 procedures performed. During this time, the percent of noncompliance rate was 0.41%, compared to 0.46% for the 12-month period ending March 31, 2011.

Suspensions
There were 68 inhumane handling suspensions at 56 FSIS facilities with an overall NR rate of 1.08% for the 12-month period ending March 31, 2012, compared to 67 inhumane handling suspensions at 53 FSIS facilities with an overall NR rate of 0.63% for the 12-month period ending March 31, 2011. From the 56 suspended facilities, 1 establishment had 4 suspensions and 9 establishments had 2 suspensions (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending March 31, 2012, the total HATS time was 298,109 hours in 805 FSIS livestock slaughter plants, compared to 313,223 hours for the 12-month period ending March 31, 2011 in 794 FSIS livestock slaughter plants. The time spent by Public Health Veterinarians (PHV) was 173,371 hours compared to 124,738 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by plant size for the 12-month period ending March 31, 2012, the following was identified: Livestock heads slaughtered ranged from 2,179,325 in 561 very small plants to 124,312,528 in 63 large plants; the percent noncompliance rate was 0.33% for large plants, .41% for small plants, and 0.46% for very small plants. The HATS time per 04C02 procedure performed ranged from 3.02 hours per 04C02 procedure performed in large plants to 1.19 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending March 31, 2012, the noncompliance percent rate by district ranged from 0.17% in Lawrence, to 0.77% in Minneapolis. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.10 in Des Moines to 17.97 in Albany.

Overall, for the 12-month period ending March 31, 2012, livestock head slaughtered decreased slightly when compared to the 12-month period ending March 31, 2011. Also, the overall HATS time decreased from 313,223 hours to 298,109 hours. However, the number of 04C02 procedures increased from 124,546 to 146,952. While the number of noncompliances increased from 572 to 605, the overall noncompliance rate decreased from .46% to .41%.

Overview
This report provides an overview of humane handling (HH) and slaughter procedures (04C02) performed by FSIS inspection program personnel (IPP) in Federally Inspected livestock slaughter facilities. Also included is information on noncompliance records (NR) issued for inhumane handling, HH verification time recorded in the FSIS Humane Handling Activity Tracking System (HATS), FSIS slaughter data, and inhumane handling suspensions for the 12-month period ending December 31, 2011.

The FSIS - Data Analysis and Integration Group (DAIG) extracted data on inspection activities, slaughter totals, and HH time from the FSIS Data Warehouse including data from establishments converted to PHIS. This data was extracted February 13, 2012. The suspension data was provided by FSIS' Office of Program Evaluation, Enforcement and Review (OPEER).

Humane Handling Procedures Performed
For the 12-month period ending December 31, 2011, there were 134,787 Humane Handling 04C02 procedures performed.. During this time, the percent of noncompliance rate was 0.40%, compared to 0.47% for the 12-month period ending December 31, 2010.

Suspensions
There were 68 inhumane handling suspensions at 54 FSIS facilities with an overall NR rate of 0.92% for the 12-month period ending December 31, 2011, compared to 76 inhumane handling suspensions at 63 FSIS facilities with an overall NR rate of 0.82% for the 12-month period ending December 31, 2010. From the 54 suspended facilities, 3 establishments had 3 suspensions and 8 establishments had 2 suspensions (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending December 31, 2011, the total HATS time was 307,205 hours in 809 FSIS livestock slaughter plants, compared to 305,772 hours for the 12-month period ending December 31, 2010 in 796 FSIS livestock slaughter plants. The time spent by Public Health Veterinarians (PHV) was 162,982 hours compared to 144,223 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by Plant Size for the 12-month period ending December 31, 2011, the following was identified: livestock heads slaughtered ranged from 2,409,299 in 560 very small plants to 124,037,377 in 64 large plants; the percent noncompliance rate was 0.34% for large plants, .44% for small plants, and 0.41% for very small plants. The HATS time per 04C02 procedure performed ranged from 3.66 hours per 04C02 procedure performed in large plants to 1.31 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending December 31, 2011, the noncompliance percent rate by district ranged from 0.23% in Lawrence to 0.76% in Madison. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.09 in Des Moines to 10.95 in Albany.

Overall, for the 12-month period ending December 31, 2011, livestock head slaughtered dropped slightly when compared to the 12-month period ending December 31, 2010. However, the overall HATS time increased from 305,772 hours to 307,205 hours, the number of 04C02 procedures increased from 125,567 to 134,787 hours, and the number of noncompliances decreased from 595 to 542. The overall noncompliance rate showed a decreased from .47% to .40%.

Humane Handling Procedures Performed
For the 12-month period ending September 30, 2011, there were 128,064 Humane Handling 04C02 procedures performed. During this time, the percent of noncompliance rate was 0.39%, compared to 0.48% for the 12-month period ending September 30, 2010.

Suspensions
There were 61 inhumane handling suspensions at 46 FSIS facilities with an overall NR rate of 0.66% for the 12-month period ending September 30, 2011, compared to 88 inhumane handling suspensions at 73 FSIS facilities with an overall NR rate of 0.71% for the 12-month period ending September 30, 2010. From the 61 suspended facilities, 4 establishments had 3 suspensions and 8 establishments had 2 suspensions (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending September 30, 2011, the total HATS time was 318,060 hours in 811 FSIS livestock slaughter plants, compared to 295,517 hours for the 12-month period ending September 30, 2010 in 801 FSIS livestock slaughter plants.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by Plant Size for the 12-month period ending September 30, 2011, the following was identified: livestock heads slaughtered ranged from 2,417,533 in 557 very small plants to 124,462,514 in 63 large plants; the percent noncompliance rate was 0.32% for large plants, .45% for small plants, and 0.39% for very small plants. The HATS time per 04C02 procedure performed ranged from 4.36 hours per 04C02 procedure performed in large plants to 1.38 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending September 30, 2011, the noncompliance percent rate by district ranged from 0.23% in Denver to 0.80% in Springdale. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.08 in Des Moines to 9.10 in Albany.

Overall, for the 12-month period ending September 30, 2011, livestock head slaughtered dropped slightly when compared to the 12-month period ending June 30, 2010. However, the overall HATS time increased from 295,517 hours to 318,060 hours, the number of 04C02 procedures increased from 126,063 to 128,064 hours, and the number of noncompliances decreased from 606 to 503. The overall noncompliance rate showed a decrease from .48% to .39%.

Humane Handling Procedures Performed
For the 12-month period ending June 30, 2011, there were 126,431 Humane Handling 04C02 procedures performed. During this time, the percent of noncompliance rate was 0.40%, compared to 0.46% for the 12-month period ending June 30, 2010.

Suspensions
There were 63 inhumane handling suspensions at 50 FSIS facilities with an overall NR rate of 0.57% for the 12-month period ending June 30, 2011, compared to 85 inhumane handling suspensions at 69 FSIS facilities with an overall NR rate of 0.83% for the 12-month period ending June 30, 2010. From the 50 suspended facilities, 2 establishments had 3 suspensions and 9 establishments had 2 suspensions (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending June 30, 2011, the total HATS time was 320,108 hours in 794 FSIS livestock slaughter plants, compared to 288,911 hours for the 12-month period ending June 30, 2010 in 797 FSIS livestock slaughter plants. The time spent by Public Health Veterinarians (PHV) was 154,324 hours compared to 165,785 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by Plant Size for the 12-month period ending June 30, 2011, the following was identified: livestock heads slaughtered ranged from 2,353,335 in 543 very small plants to 124,423,479 in 62 large plants; the percent noncompliance rate ranged from 0.36% and 0.38% in large plants and very small plants respectively, to 0.47% in small plants; and the HATS time per 04C02 procedure performed ranged from 4.58 hours per 04C02 procedure performed in large plants to 1.40 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending June 30, 2011, the noncompliance percent rate by district ranged from 0.22% in Denver to 0.79% in Springdale. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.08 in Des Moines to 7.19 in Albany.

Overall, for the 12-month period ending June 30, 2011, livestock head slaughtered and total 04C02 procedures performed dropped slightly when compared to the 12-month period ending June 30, 2010. However, the overall HATS time increased from 288,911 hours to 320,108 hours, the number of 04C02 procedures performed noncompliant decreased from 583 to 512, and the percent of 04C02 noncompliant decreased from 0.39% to 0.35% when compared to the same timeframe.

Overview
This FY11Q2 report provides an overview of Humane Handling and Slaughter Procedures (04C02) in Federally Inspected facilities. This report also includes noncompliance records (NR), time spent on Humane Handling Activity Tracking System (HATS), FSIS slaughter data, and Inhumane Handling Suspensions for the 12-month period ending March 31, 2011.

Data was extracted from the FSIS Data Warehouse on April 27, 2011 for the inspection activities, slaughter totals, and HATS time. The suspension data was received from OPEER and to be used for the OPEER CY10Q4 Quarterly Enforcement Report.

Humane Handling Procedures Performed
For the 12-month period ending March 31, 2011, there were 124,546 Humane Handling 04C02 procedures performed. During this time, the percent of noncompliance rate was 0.46%, compared to 0.39% for the 12-month period ending March 31, 2010.

Suspensions
There were 67 inhumane handling suspensions at 53 FSIS facilities with an overall NR rate of 0.63% for the 12-month period ending March 31, 2011, compared to 85 inhumane handling suspensions at 68 FSIS facilities with an overall NR rate of 0.70% for the 12 month period ending March 31, 2010. From the 53 suspended facilities, 1 establishment had 4 suspensions, 1 establishment had 3 suspensions, and 9 establishments had 2 suspensions (OPEER suspension data).

Time Spent on HATS Activities
For the 12-month period ending March 31, 2011, the total HATS time was 313,223 hours in 794 FSIS livestock slaughter plants, compared to 291,288 hours for the 12-month period ending March 31, 2010 in 798 FSIS livestock slaughter plants. The time spent by Public Health Veterinarians (PHV) was 147,751 hours compared to 165,672 hours by non-PHV inspection personnel.

Plant Size Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
When breaking down the slaughter, 04C02 procedures, and HATS time data by Plant Size for the 12-month period ending March 31, 2011, the following was identified: livestock heads slaughtered ranged from 2,350,802 in 544 very small plants to 126,157,360 in 63 large plants; the percent noncompliance rate ranged from 0.44% in large plants and very small plants to 0.51% in small plants; and the HATS time per 04C02 procedure performed ranged from 4.74 hours per 04C02 procedure performed in large plants to 1.38 hours per 04C02 procedure performed in very small plants.

District Comparison of Livestock Facilities, Head Slaughtered, Procedures Performed and HATS Activities
For the 12-month period ending March 31, 2011, the noncompliance percent rate by district ranged from 0.23% in Denver, to 0.90% in Beltsville. For the same time period, the noncompliance rate per 100,000 livestock heads slaughtered ranged from 0.09 in Des Moines to 9.02 in Albany.

Overall, for the 12-month period ending March 31, 2011, livestock head slaughtered and total 04C02 procedures performed dropped when compared to the 12-month period ending March 31, 2010. However, the overall HATS time increased from 291,288 hours to 313,223 hours, the number of 04C02 procedures performed noncompliant increased from 504 to 572, and the percent of 04C02 noncompliant increased form 0.39% to 0.46% when compared to the same timeframe.
